The Starting a Business measure uses 6 items from the 2019 World Bank Doing Business Survey-a project to measure the regulations and enforcement of these regulations on small and medium sized companies in the private sector of 190 countries. The Starting a Business module asks about laws regarding practice and incentives given to companies for providing additional training opportunities for specific groups such as women and young people.
